【摘要】Most models of segregation are based on preferences over types. In our setting, individuals care both about their neighbors (types) and their neighborhoods (location-specific characteristics). We introduce a straightforward stage game that captures these preferences and solve for stochastically stable equilibria. Instead of tipping “points”, we observe tipping “sets”: neighborhoods can be tipped from integrated to segregated by an event that leaves the ratio of groups in a neighborhood unchanged. If integration is the desired social outcome then the optimal policy is straightforward: make desirable neighborhoods even more desirable. Revitalizing less desirable neighborhoods never leads to integration; it can only lead to resegregation. Further, achieving integration through improving desirable neighborhoods is more effective than attempting to reduce intolerance. Integration achieved through decentralized social engineering is always Pareto efficient and welfare-maximizing. Our model is able to reconcile conflicting results in the empirical literature and also generates new predictions that have yet to be tested.
